the Italian criminologist Cesare Lombroso (1836-1909) maintained that the “congenital criminal” was either an atavistic or a degenerate type, and that such atavistic or degenerate characteristics could be detected by means of physical stigmata ?

Lombroso in his later writings modified his views in the direction of a more environmentalist approach.
